Memorial from the Directors of the Chamber of Commerce and Manufacturers at Manchester to Sir Robert Peal of Her Majesty's Treasury on the absence of British influence 'throughout the whole of the islands stretching from the Straits of Malacca...', thus adversely affecting the trade between Britain and the Asiatic Archipelago. The memorialists alert the Government of the opportunity of obtaining Labuan and urge them to secure it without delay as 'it is most conveniently situated for the prosecution and protection of our China trade...it would serve as a point of refuge to our shipping...'
