797.00_5-2262: Completion of report on Cobbold Commission expected

American Consulate General Singapore informed Secretary of State that the Cobbold Commission report is expected to be completed soon, but would not be published. They feared people around Tunku Abdul Rahman may inform him of the difficulties in bringing the Borneo territories into Malaysia. Tunku had been invited to go to London in June but he may decline unless he is assured that the British would concur in agreement for a Malaysia as he wishes. However, if Tunku declines Whitehall's invitation, the British would send a negotiator to Kuala Lumpur, probably Duncan Sandys or Lord Selkirk.
