Correspondence, memoranda, notes on discussions, drafts of schemes and press cuttings concerned with negotiations between the Government of Singapore and the representatives of British American Tobacco on the establishment of a 'People's' Cigarette factory in Singapore the majority of which would be owned by the Government. However the draft scheme came under severe criticism from certain members of the Singapore Government including the Minister for Commerce and Industry.
