This Management Services Department (MSD) file broadly concerns computer security in the government and computer audit. The Public Accounts Committee recommended in Parliament in April 17 April 1978 that computer security needed to be adequately examined, and a committee be established to review computer security in government and make recommendations. Formed in June 1978, the Committee on Computer Security in Government proposed to engage external consultants to conduct the review as there was no capability within the government then to do an immediate and comprehensive review. This was given in-principle approval.
This file contains correspondences and notes of meetings showing MSD worked on fact-finding, identified consulting firms and firms of Public Accountants which could undertake the review, invited proposals from shortlisted firms, sought the views of the Budget Division (Finance), the Auditor-General’s Office and the Computer Services Department. It also contains the Auditor-General’s proposal to set up a Computer Audit Unit which also involved extensive survey of the extent and systems used in government. This proposal and its developments were shared with the MSD.
