REVIEW OF THE NON-TECHNICAL WORK OF THE INCOME TAX DIVISION
Referring to the Inland Revenue’s estimates for Financial Year 1977, the Budget Division (Ministry of Finance) was of the view that there should be a review of the whole system of work procedures and filing and registry systems at the Income Tax Division. The Management Services Department (MSD) was initially requested by the Budget Division in September 1976 to review the workload of the Income Tax accounting machine operators with a view to determining the machine and staff requirements, which was subsequently enlarged to cover the requirements for clerical staff. The MSD undertook a three-phase study to reviewing the methods and procedures of work relating to non-technical staff, namely clerical staff, directed towards enhancing the internal efficiency of the Income Tax Division. The review commenced in late 1977, and reports were submitted in phases. The summary – the concluding report – was submitted to the Commissioner of Inland Revenue in April 1978 after seeking the views of the Budget Division.
This file contains the minutes and notes of meetings on the exchange of views between the Inland Revenue Department, the MSD, the Auditor-General, and the Budget Division and status updates on the progress of the study and the acceptance (or non-acceptance), implementation of the recommendations. References were also made to the project to computerise the work of the Income Tax Division (not yet implemented) that the MSD and Inland Revenue needed to consider in their recommendations for improving the work processes for the immediate period. There are newspaper clippings from ‘The Straits Times’ and ‘New Nation’. These comprise letters to the Forum page from dissatisfied tax payers, articles about the misappropriation of nearly $1 million by an Inland Revenue of Department staff, and articles on the frustrations of the Inland Revenue Department over shortages of staff and lack of proper accommodation.
The last enclosures of this file stem from Inland Revenue’s Estimates and Proposals for Financial Year 1979. Some of their proposals were not approved and they were asked to liaise with MSD to undertake further study. MSD then reflected it was inadvisable to review at that juncture as one of the tax division’s section was undergoing substantial changes under the computerisation exercise.
