When Singapore became a Crown Colony in 1946, its administration was carried out by a number of executive departments under the general supervision of the Colonial Secretary. The Colonial Secretary was responsible to the Governor for the efficient working and co-ordination of work of these departments. These departments included the Chinese Secretariat, Commerce and Industry, Postal Services, Public Works, Social Welfare etc.
