ENERGY MARKET AUTHORITY OF SINGAPORE
The Ministry of Trade and Industry is pleased to announce the appointment of the Board Members of the newly created Energy Market Authority of Singapore (EMA). This follows the restructuring of the Public Utilities Board (PUB) to focus on water, while EMA takes on the responsibility for regulating the electricity, gas and district cooling services.
The board appointments will be for a period of two years with effect from 1 Apr 2001. Mr Chiang Chie Foo, Permanent Secretary, Education, will relinquish his current appointment as Chairman, PUB and assume the appointment as Chairman, EMA. The list of board members of EMA is at Annex A.
Mr Khoo Chin Hean will be appointed Chief Executive, EMA with effect from 1 Apr 2001. Mr Khoo will relinquish his current appointment as CE, PUB. A brief profile of Mr Chiang and Mr Khoo is attached as well.

PROFILE OF MR CHIANG CHIE FOO
Chiang Chie Foo, 44, joined the Administrative Service in 1981 and has since held key positions in the Ministries of Education, Defence and Home Affairs, and the Prime Minister�s Office.
Chiang Chie Foo was educated in Victoria School. In 1975, he was awarded a Colombo Plan Scholarship to study Engineering at the University of Western Australia. He graduated with a Bachelor of Engineering degree (First Class Honours). He pursued his postgraduate studies at the Kennedy School of Government in Harvard University in 1987 on a Fulbright Scholarship. He graduated with a Masters in Public Administration in 1988.
Chiang Chie Foo is married with two children.

PROFILE OF MR KHOO CHIN HEAN
Mr Khoo Chin Hean joined the Ministry of the Environment in 1977 after obtaining his Bachelor of Science (Electrical Engineering) degree from the University of Alberta, Canada under the Colombo Plan Scholarship Programme. In 1983, he was awarded the UK Commonwealth Scholarship for Master of Science (Water and Waste Engineering for Developing Countries) in the Loughborough University of Technology, UK.
He is a Board Member of the Public Utilities Board, the National Institute of Education (NIE) and the National Parks Board. Besides co-chairing one of the strategic planning committees for the NIE, Mr Khoo chaired the TSLN (Thinking Schools Learning Nation) Committee on Continuing Education and was appointed by the NSTB and NTU to chair the Environmental Technology Institute since its formation in 1995. He was awarded the Public Administration Medal (Silver) in 1992.
During his career with the Ministry of the Environment, he was made Head of the Pollution Control Department in 1987 and the Director of Environmental and Policy Management Division in 1991.
Mr Khoo was seconded to Ngee Ann Polytechnic as its Principal on 1 April 1995. He launched a series of strategic changes to help Ngee Ann anticipate and meet future challenges.
He was appointed Chief Executive of the Public Utilities Board with effect from 15 April 2000.
