Foreign Pol Dept. 21 Feb 1823, No. 13 - Letter to W A Clubley, Secretary to the Government of Prince of Wales Island, in response to a previous letter dated 14 Jan 1823. It is reported that: 1) the Rajah should be reminded that Governor General in Council would not again afford protection to him should he attempt 'to recover his dominions by a resort to arms' against Siam; 2) should the Rajah be 'successful in recovering and maintaining the Sovereignty of Kedah', relative alterations to the Treaty of 1807 may be made to the British advantage; 3) should the Rajah decide to stay in Penang, the Governor General in Council would continue to appeal to the Siamese Court for him to be restored to his country; 4) should the Rajah be unsuccessful in his restoration, it would be political to accept him into Penang again on certain conditions, such that he does not seek help from the Netherlands Government; and 5) any attempt by the Netherlands Government to influence Kedah should be reported back to the Government.
