Foreign Secret Cons. 31 Oct 1823 No. 19 - Letter of reply to Vander Capellan, Dutch Governor General at Batavia, claiming that the British Government did not authorise any hoisting of flags at Johore. As for the alleged sale of land in Singapore, while the British request for more information, they also quote two documents, dated 2 Dec and 26 Dec of 1822, to remind the Dutch government that 'in the event of the British Government being withdrawn from Singapore within three years from the present date, the amount paid by the parties for the respective lots will be returned', and that the amount for the disposable lots will not be demanded until the authorities in Europe have made the final decision 'regarding the permanent retention of the settlement'.
