Suggestion from the Singapore government that a small arms factory should be set up and there has also been an application from Malaysia to establish such a factory. The British government has no objections although 'we must, of course, be careful to avoid doing anything which could be interpreted as encouraging Dr. Goh Keng Swee's grandiose schemes for expanding the Singapore forces.'
