FCO 141/16368: Singapore: F A S McClelland's memorial regarding his being passed over for promotion - migrated archives

Papers concerned with the application of Mr McClelland for a promotion within the Straits Settlements' government service. Senior officers have accused him of insubordination in the content of a Memorial he has written defending his case for promotion. He was also involved in a government scheme to buy tin in which he assured colleagues that the money would be found from the budget for 1921,despite the fact that there was a severe cut back in expenditure for that year.
