Letters and other papers relating to concerns over the overcrowding in prisons in the Malayan Union and in Singapore. The situation has been exacerbated by the confinement of some 600 Japanese Prisoners of War, Kempetai etc. brought in by the military authorities. Their confinement of these prisoners, all of whom must be regarded as potentially dangerous, throws an undue strain on prison staff. Further overcrowding is likely with the transfer of Japanese war criminals from Burma Discussions as to the possible re-location of the prisoners to North Borneo. Papers include statistics on prisoners convicted of war crimes.
