Report of the Enquiry into the Working of the Ports of Singapore, Penang and Port Swettenham, September 1946. The enquiry had been requested by the Colonial Office to look into the great congestion being experienced in these ports, most notably in Singapore and 'Report of Enquiry into the Working of the Port of Singapore by Mr H.A. Short with comments from the Harbour Board and photographs - Appendix 'B' pp. 1,2 'Damaged and Rotten Cargo (Military Stores) received at Singapore, July and August 1946 (Photographs taken on quays in Singapore), Appendix 'C' - Singapore River showing Lighters and Warehouses Other papers include minutes of meetings of the South East Asia Co-ordinating Committee, correspondence of the Commissioner for South East Asia, the Governor of Singapore and the Governor-General of Malaya as well as press cuttings.
