Documents include a letter from the Chief Secretary of the F.M.S. to Commissioner Douglas, in which he notes that he is satisfied that he did not make a bet in the Selangor Club, his action in discussing the case in the Club has led the Government to seriously consider whether he is fitted to hold the post of Chief of the Police Force but, in consideration of his past services, the Government does not propose to take an extreme course.
