Telegram from unknown in Singapore to Secretary of State - Joint Weeka 27 publication; Malayan Chinese Association (MCA) President Tan Cheng Lock states MCA aims, denied emphasis on political activities that would increase communalism and welcomed United States financial aid; MCA reorganisation begin soft-pedalled by leading Chinese in Federation; forming of Pan Malayan Labour Party; Federation Legislative Council debates over proposed reduction of powers of district officers in village councils; proposed appointment of Director-General of Information Services who will coordinate activities of Department of Information, Department of Broadcasting and Malayan Film Unit; home-made grenade thrown into restaurant wound four American sailors transiting in Singapore; nine labour and independent councillors walk out in protest during Singapore Federation Council debate on a resolution recommending that nominated council members be replaced by elected members; controversy created when local social club refuse permission to hold St George dinner because guests included Sultan and other Asians.
