Telegram from unknown in Singapore to Secretary of State - Joint Weeka 38 publication : police offer reward in police car bomb incident; Governor Nicoll defends, in the Legislative Council, Government's exercise of detention powers under emergency regulations; Independence of Malaya Party (IMP) criticises detentions carried out in the Federation and issues ten-point programme for a sovereign and independent Malaya within the British Commonwealth within nine years; United Malays National Organisation (UMNO) holds seventh annual conference at Butterworth; Pan-Malayan Labour Party (PMLP) accepts mutual aid from Socialist International and British Labour Party; American Consulate in Kuala Lumpur reports that Federal Government officials were not in favour of Purcell visit; nine state nationality bills and Federation agreement amendment bill became law on 15 Sep 1952 to give Federation citizenship to 70% of population; Association of Malayan Women's Institute formed by Lady Templar; operation continues in Penang to arrest bandit criminals.
