Papers concerned with payments to members of the Civil Defences in Singapore and Malaya for work in the period preceding the Japanese occupation. Includes lists of men who left the colony without permission and of those who were interned at Changi, authority of the Governor to create a Director of Air Raid Precautions ARP), memorandum to the Director of ARP on the organisation of ARP in Singapore and a report by the Director of ARP written in July 1942 and various items relating to the surrender to the Japanese and the early months in Changi Camp and includes the farewell speech of Shenton Thomas, 21 July 1942 and various extracts from the 'Changi Guardian' . Other papers deal with the recommendation of honours by Shenton Thomas for men who were interned in Changi and to certain Chinese who supported the British case during the Japanese occupation.
