These film festivals included the Berlin International Film Festival (Germany), the Locarno International Film Festival (Switzerland), the International Cultural Film Festival (Japan), the Michigan State University Fine Arts Festival’s International Film Series (USA), the Tehran International Film Festival (Iran), the International Film Festival of Asian and African Countries (Tashkent, USSR) and the 2nd International Film Festival in Phnom Penh (Cambodia). There were also correspondence from the Singapore Film Festival Week (28 Jul-2 Aug 1969). A significant portion of the file comprised (a) invitations and entry regulations from festival organisers (b) correspondence between Ministry of Culture (MC) and festival organisers; private film organisations Shaw Brothers and Cathay; the Ministry of Foreign Affairs (MFA); the Department of Broadcasting (for documentaries) on potential film submissions; and (c) internal MC memos on the subject. Most of the time, there would be no submissions from Singapore, the main reason given being a “lack of suitable films”.
