29 pgs – This file pertains to the British colonial government’s move to rehabilitate opium addicts by opening an Opium Treatment Centre (OTC) on St John’s Island. The aim was to provide a conducive environment for the healing and rehabilitation of opium addicts. Towards that end, the Comptroller of Customs proposed to Public Relations Department (PRD) to chair a committee to publicise the OTC. However, PRD advised that if the aim was just to publicise the OTC, the PRD could do it without having to form a committee. It did so by inviting Chinese newspaper representatives to visit the facility. Other contents include the Third Inter-Departmental Narcotics Conference where stakeholders like the Social Welfare Department, Customs, Prisons and Narcotics Bureau shared information on the prevailing drug situation and the rehabilitative regime at the OTC.
