64 pgs – File contains (a) mainly the script of a radio feature on rice production in Malaya by Mr Anthony Schooling of Radio Malaya, titled “Operation Padi”. The script described how a fictional general led a small task force to gather intelligence on the enemy ‘Poverty’. Through various sources, the general realised that what lay behind the Malay padi farmer’s poverty was a web of interlinked 'enemies' such as indebtedness, low prices, fragmentation of land holdings etc – which could only be ‘defeated’ by a non-communal and dynamic leadership (b) Mr Schooling’s letter to Dr Goh Keng Swee of the Department of Social Welfare explaining that “Operation Padi” was part of his series of broadcasts called “The New Malaya” for which he hoped to seek Dr Goh’s advice (c) Dr Goh’s reply to the letter and subsequent correspondence to set up a meeting between the two.
