With an almost tenfold surge in the number of junior members of the NL between 1956 and 1961 (3,649 to 30,786) the idea of working with Community Centres (CC) to provide library services for children was mooted. This would supplement learning, reading skills and knowledge acquired at school and be in areas near their homes, so the young people would not have to travel too far. NL worked with the People's Association to obtain a comprehensive list of CCs islandwide. Surveys (later translated to Chinese) were sent to CC leaders to assess the number of users, language spoken, activities conducted and whether reading facilities were catered for. The bulk of the file contains the returned survey forms. A report was generated, summarising the findings of this survey. HDB was also involved in the proposals for various sites for children's libraries.
The recommendations were for the NL to serve 25 CCs as small branches, 21 as book mobile stops, and not to engage with 2 of the CC's as the Queen Street CC was close to the NL and to pick one of the 4 Kim Keat CC's to service. Population density was a strong consideration in allocating services to the CCs.
