  • Synopsis :

    Before he accepts the cheque gift for retarded children presented by the Singapore Ceylon Tamils Association, Minister for Foreign Affairs S Rajaratnam gives a speech.

    He talks about the Singapore Ceylonese, always the smallest  community, and their future in Singapore. His advice to the community is they are 'retarded if you believe in numbers, but you are not retarded if you believe in quality'. He also asks the parents to 'make up your minds to breed children of quality' as they can then 'assure the future of the Ceylonese community'.

    Speaking before Minister is the Ceylon Tamils Association President, S M Vasagar.
