Minister of Defence, Dr Goh Keng Swee speaks in Mandarin. In his speech, Dr Goh explains why English is adopted as the language of instruction and communication in the army and elaborates on some of the measures implemented to help the non-English speaking person.

He cites some examples to illustrate that non-English speaking people can do well in the army as long as they are motivated, hardworking and dedicated.

Prior to Dr Goh's speech, Mr Chua, a representative of the Nantah graduates and Prof Huang, Vice Chancellor of the Nantah deliver their speeches in Mandarin.
